Hello,
step-by-step manual on PS Eye configuration can be found here:
http://docs.ipisoft.com/User_Guide_for_Multiple_PS_Eye_Cameras_ConfigurationFor 16 cameras you need to use circle setup (you should have quite big room for that, at least 8 by 8 meters).
http://docs.ipisoft.com/User_Guide_for_Multiple_PS_Eye_Cameras_Configuration#5_and_More_Cameras_ConfigurationThe main difficulty is USB controllers. You can use only 2 PS3 cameras per each USB controller at 60 fps:
http://docs.ipisoft.com/Cameras_and_Accessories#USB_controllersSo for 16 cameras you need 8 USB controllers in your desktop. Some USB 3.0 controllers from Intel can work as 2 x USB 2.0.
This card has 4 USB controllers inside. So if you use USB splitters for each of 4 USB ports, you can record with 8 cameras.
Also, with 16 cameras CPU or PCI bus may become a bottleneck during recording.
You can consider recording with 2 desktop PCs (or more computers), connected via Distributed Recording.
If you plan to track single actor, 16 cameras may be an overkill (you'll get nearly the same quality with 8 cameras).
But for multiple actors having more cameras is very important.
