There are programs available that can do this. In Animeeple, for example, you can construct a cycle by importing the motion as a clip applying a Loop Block to it. Here's the tutorial:

Generally speaking, you can create loops in 3D apps that have a non-linear editor. Motion Builder, for example, is an excellent tool for this sort of thing. Lightwave 3D can do this too using the built in Motion Mixer tool. I would look at Animeeple first though; it's a decent little program with some powerful features (retargeting works well in Animeeple,) has great support from its developers, and it's free.
