That's actually correct and it has to do with how the data is stored in each channel when using RAW Bayer. When using RAW Bayer, a pattern used in the channels so that when all channels are combined and properly interpolated (or debayered,) it forms a full 640 x 480 resolution image. This is not a scaled image but an actual 640 x 480 image.
I seem to recall that there was a more technical explanation of this a while back in these forums but that's my 'layman's' version. :)
