is it possible to transfer the licence from one computer to another if I upgrade my system?

Yes.

For iPi Studio first you need to deactivate the license through an internet connection. This sends your license back to iPi. Then, install iPi Studio on the other computer and activate it by retrieving the license from iPi through an internet connection. To move it back to the first computer, you will need to deactivate it from the current computer first.

If your computer dies and it becomes impossible to deactivate your license, you will need to contact iPi about issuing a new activation.

For iPi Recorder you just install it on the other computer and launch it. Recorder doesn't require a license key to use.

Also, if you're doing a major upgrade to the same computer, like replacing the network card for example, you should probably deactivate the license before replacing the part.

Technically, replacing a hard disk or graphics card will not invalidate your active license, but IMO better safe than sorry. I have not had that problem with iPi Studio but I have run into that problem in the past with other software (Photoshop, Illustrator, Toon Boom Animate Pro, Magpie Pro, etc.,) that use a similar license scheme. FWIW, in each case, the publisher issued a new activation to me quickly.
