I just purchased a new computer. Can I just transfer my license over to the new machine? (bought ipi studio through steam)

Yes, its best if you deactivate the other one, then activate it on the new one.
If you bought through Steam, than it will work as any usual Steam game/app - wherever you are running the Steam client and signed in under the corresponding account. No special actions for transferring the license are necessary.
