Is it restriction of iPi soft, PS3 Eye cameras or some else? If I use two actors in one scene, I can use 6 PS3 Move controllers?

It's a restriction of iPi Mocap Studio that motion controller's data can only be attached to the head or hand bones.
Yes, you can use 6 PS Move controllers for 2 actors. Note that you may be required to use 2 BT adapters to connect all 6 PS Moves, depending on particular adapter model. In case of multiple BT adapters, you are forced to use Motion in Joy BT drivers as Microsoft drivers do not support multiple adapters.
