It looks like iPi Recorder is installed through some kind of HTTP proxy, or installed on network drive. The manifest reference in your error report -

I am a bit puzzled as Recorder installer does not have any options and I do not understand how you managed to install it that way. I think this can be caused by specific setup of your internet provider.
I recommend that you uninstall iPi Recorder, unplug your network connection and then reinstall iPi Recorder. Normally you should install recorder while being connected to internet to ensure proper installation of latest .NET Framework updates. But since you already have all latest .NET Framework updates installed you may do this trick with unplugged Recorder installation.
It is also possible that you were using an old version of iPi Recorder (1.0.0.x) and then switched to latest version. In that case, uninstalling Recorder, rebooting, and installing latest version may fix the problem.
