After installing iPi Recorder, I plugged in a PS3 cam. Drivers were loaded and I got this message:

iPi Winusb driver for Playstation3 Eye camera installed
Restart Required

Whenever I restart with the camera plugged in, I get the "Restart Required" message again. If I unplug the camera and restart, I get the message when I plug it in.

Try reinstalling PS Eye driver. You can use these separate downloads:
64-bit OS http://files.ipisoft.com/drivers/PlayStation3_Eye_iPi-x64.msi
32-bit OS http://files.ipisoft.com/drivers/PlayStation3_Eye_iPi-x86.msi

Unplug PS Eyes while installing the driver.
