PS3 Eye is the USB webcam recommended by iPi Soft. The framerate is 60fps, you can control the features of this camera directly in iPi Recorder, and it's cheap (about $30 if you shop around.)
Prior to PS3 Eye support, iPi Soft recommended the Logitech 9000 but this camera was much harder to use with iPi Recorder, resulted in lower quality, and it was much more expensive (about $80 at the time.) I had a full set of Logitech cameras and was glad to be rid of them when PS3 Eye support came online. That was about two years ago I think.
I don't know anything about the more recent Logitech cameras like the c210. AFAIK, the camera's motion detection wouldn't mean anything to ipi Recorder because the software only records video data from webcams.
Here's the official System Requirements for iPi DMC according the website:

Using webcameras: PlayStation 3 Eye camera recommended. Other cameras like webcams or DirectShow-compatible USB or FireWire cameras may be used but are not recommended. See our Wiki for details: Cameras and Accessories.
Sorry, I know that's not what you want to hear but there you go.
