One camera does not work - this clearly indicates some problem with data transfer. In the log, I see that only 1 invalid frame goes from the camera and nothing more.
Please, try reinstalling the PS Eye driver. Uninstall it (search "iPi" in
Programs and Components), and download and run the standalone installer:

However, the Device Manager cannot show the number of USB ports and how they are connected to USB controllers. If the laptop has both USB 2.0 (usually black/white ones) and 3.0 (usually blue ones) ports, then at least 2 controllers are available. Use USB 2.0 port(s) to connect 2 cameras, and USB 3.0 port(s) to connect another 2 cameras. If the laptop has only one port for 2.0 or 3.0, then use USB hub to extend the number of the ports.
