Try different USB port combinations. First, find the port on which a single Kinect works perfectly (no issues in "640x480 depth+color"). Next, connect the second Kinect to remaining USB ports one by one until both Kinects work.
FYI, there may be compatibility issues with some USB controllers. USB 2.0 ports in front and back sides of a desktop are usually connected to different USB 2.0 controllers.

The distance and height seem adequate. You may consider moving the cameras a bit away from the wall where the PC resides to get a wider capture area.
