I understand that you are trying to verify that your animation is recorded at 60 FPS. (I received your email with explanation).
Quick way to make sure that your animation is at 60 FPS is to import it back into iPiStudio - it will show FPS at the bottom of the screen in status bar.
I don't know how to view the framerate in 3D MAX but there should be a way. Try looking in 3D MAX docs.
For your information there is relatively small visual difference between animation played back at 30 fps and 60 fps. That means it may be difficult to evaluate it visually. You can stop playback and move frame-by-frame to make sure that animation is indeed recorded at 60 fps.
Framerate is important during recording of the video. Once you recorded and processed the animation, you may safely re-sample it at 30 fps and there will be almost no visual difference. Higher playback framerate may only be important for very quick motions like dancing or boxing.
