The specs you've provided seem quite OK both for recording and for processing videos.
2 cams per controller is general rule for USB 2 controllers. We have several evidences that up to 4 cams can be connected to a single USB 3 controller - though, maybe just certain controller models. Anyway, it's always a field for testing to determine the right combination of USB ports providing the maximum number of working cameras.
If you have enough USB ports (at least 2 per controllers) than you do not need any USB hubs. But most probably you will need some active USB extension cables (they have a box on one end) to connect cameras that are more than 5 meters away from the PC.

Can I get 60 fps or higher frame rate with the PC specification (Intel Core i7 & GTX 460) for 6 PS3Eye cameras setup, or do I have to purchase a quad core processor?
