Devices By Connection view. By default Device Manager lists devices in Devices By Type view. You need to switch it to Devices By Connection view using menu View. Then expand the device tree so that both PrimeSense devices are visible - it's interesting to see whether they are in fact located under different USB controllers.

Of course, the problem may be located not in device's firmware, but in drivers. Or in other vendor supplied middleware we are relied upon.

I reasoned like this: two sensors, two usb controller, one usb 2.0, another - usb 3.0. It had to work. And it is not working. And I very much doubt that anyone could warn me of a similar situation.
This might be a correct conclusion if all the PCs used the same USB chipsets. Unfortunately (from compatibility point of view), it's not true.

I recommend you to also look at specs and reject those models based on Intel HM7x chipsets, as you've encountered problem with one of them.
If you plan to experiment with PS Eye cameras and this laptop later, then CPU not less than i5 and 7200rpm HDD or SSD.
If you are going to do processing on this laptop, then add descrete video (NVIDIA or AMD) to requirements, though adequate processing speed is far cheaper achieved with the desktop.
