Does Hertz equals to frame per second?

Oh, it's a pretty old model.
So, how about single camera connected to this card - does it work?

I'm sorry for not responding sooner. Right now, my college is closed due to the Easter. I'll only make further tests on Monday.
But if it works with a single camera connected to it, do you know to pinpoint the problem? Do I need to buy another PCI card?
