Are you upgrading the card just to increase the number of ports? If the old card worked, just add a hub. This will allow you to connect more devices to the controller. However, you should be aware that having more ports on a card does not mean the card has more bandwidth to handle more devices.
If you're trying to accommodate more devices for computer, you need to add, well, more controller cards to your computer. Replacing an existing card does not give you additional controllers no matter how many ports it has.

Now, if you were upgrading a USB 2 card to a USB 3 card, that would be different. A USB 3 card may allow you to connect more devices than a USB 2 card can handle, but it depends on the device and the data options you've chosen to save. But upgrading a USB 3 to a different USB 3 won't make enough difference for adding more devices.
For example, here's my setup: I have two separate USB 3 controller controller cards, one for each Kinect--when recording mocap, I do not connect anything else to these two cards. My computer's motherboard has two on-board USB 2 controller--I use one controller for the the BT dongle to record from the three PS Move devices, and the remaining USB 2 controller handles my mouse, keyboard, scanner and various license key dongles.
