According to specs, your M/B has built-in NEC USB 3.0 chipset. It should work fine with PS Eye cameras. But I don't see it among USB controllers on Device Manager screenshot. Maybe, you just need to install correct drivers for this controller. Look for them here:

Also, your M/B has 3 internal USB 2.0 connectors, which are probably mapped to another USB 2.0 controller, the same to which frontside USB ports are connected. You say that front ports are not working, but the controller itself may be working (at least there's no warning in Device Manager). So you can try to get working USB ports from the second onboard USB 2.0 controller by installing an USB panel for an internal USB connector, similar to one that
motorsep has suggested earlier in this topic.
The StartTech PEXUSB3S2 card I've previously mentioned will fit fine on your M/B.
PS Eye is an USB 2.0 camera, thus it works with USB 3.0 controller in backward compatibility mode. Cable used to connect a device to USB 3.0 does not matter unless the device itself is USB 3.0.
Mixing cameras connected to USB 2.0 and USB 3.0 is OK.
