Due to your efforts, the issue is localized. We don't understand the roots of such behaviour on your system, but in spite of it we can develop workaround. Can you pleas also run the following application (and post results, as usual):

Looks like you have the different issue. Could you please describe in more words what's happening and what is your system configuration (including OS and GPU)?

Everything seems to install properly, but when I try to launch it, iPi Mocap Sudio 3 shows up in the task manager for 4-5 seconds, creates 1-3 files in the <username>/AppData/Local/Temp folder. Those files are #.tmp.WERInternalMetadata.xml (75% of the time it's just this xml), #.tmp.appcompat.txt, and #.tmp.hmp where #'s are different strings starting with WER everytime, and then it disappears from the task manager and the files in the Temp folder disappear also. As far as I can tell that's all that is happening; I haven't seen files appearing/disappearing anywhere else. The temp folder does also contain iPiMocapStudio3InstallLog.txt.

My OS is Windows 8.1 Pro 64-bit
and my graphics card is this GTX 780 ti:

IpiMocapstudio is now launching as it should...

I forgot to mention i do have the same issue with Ipirecorder, i cant launch it,

For the moment i am tracking previous version videos,

Are there any differences between v2 and v3 of ipirecorder besides Kinect2 support?

It's the same issue. We'll publish updated iPi Recorder soon.
