It can be caused by a number of things, but a high exposure setting will certainly slow down the camera. Try it and you'll see frames and the frame rate drop like the stock markets. Capturing data from four cameras at once is pretty demanding on consumer grade equipment so you want to try to optimize everywhere you can.
