It seems like your system
should be able to handle 60 fps. Are you recording to a second drive? If you're recording to your system drive, that may be the problem (unless it's an SSD). Also, it helps if your second drive is a fast one. (FYI, I'm using a 7200 SATA3 drive with it's own controller card, and it seems to work very well for four cameras at 60 fps.)
Another consideration: is it possible that the cameras aren't being distributed evenly among your USB controllers? Make sure you have no more than two cameras connected to each USB controller. I'm not sure how you can check this in Windows, so you may need to experiment by moving connections to different ports. When you do this, make sure to update the order of your Recorder windows. (To do this, just click-hold and drag them around.)
